Gibbs had been linked with a move to Watford and the clubs had agreed a fee, but he could not come to an agreement on personal terms.
West Brom were in for him earlier in the summer but came back in for him after talks with Watford broke down.
Gibbs has been a loyal servant to Arsenal. He joined the club in 2004 and has spent 13 years at the Gunners.
His playing opportunities would be limited at Arsenal this season following the arrival of Sead Kolasinac. He is behind the new signing as well as Nacho Monreal and possibly Alex Oxlade-Chamberlain. Even Hector Bellerin has played on the left side ahead of him this season.
Gibbs will now get more first team football at West Brom and with England not having a lot of depth on that side, he has an outside shot of making the World Cup squad.
