Gibbs has not been able to agree personal terms with Watford, leaving the door open for the Baggies.
Gibbs has been at Arsenal for his entire career but has fallen down the pecking order. He was already behind Nacho Monreal but the arrival of Sead Kolasinac will see his opportunities for playing time limited even further.
He is likely to be one of a number of players to leave before the deadline. Alexis Sanchez, Alex Oxlade-Chamberlain and Shkodran Mustafi are the biggest names but could also be followed by Lucas Perez and other fringe players.
